Removes outdated transitional provisions that applied to different time periods (2012-2015 vs. post-2015), creating a single unified disclosure framework going forward

Requires reporting individuals earning income from covered employment to disclose clients paying over $10,000 in fees for services connected to state contracts of $10,000+, state grants of $10,000+, legislative grants, or non-ministerial matters before state agencies

Mandates disclosure of clients paying over $5,000 for services, including description of services actually provided and category of payment amount

Requires identification of registered lobbyists who referred clients generating fees over $5,000, including the client name, lobbyist name, compensation category, and general description of the matter
