Expands state oversight of social adult day care programs to include all programs regardless of funding source (public or private), not just those receiving state funding under this article

Requires the Director of the Office for the Aging to inspect each social adult day care program before it begins operating and at least once every five years, issuing a certificate of inspection upon successful completion

Programs failing inspection have 90 days to correct deficiencies; those that do not comply may lose eligibility for public funding

Beginning January 1, 2031, all social adult day care programs must submit annual self-certifications covering administrative, fiscal, and programmatic operations, including participant and caregiver feedback

Prohibits any person or entity from identifying or marketing themselves as a social adult day care program unless they meet the requirements established under this section
