Amends Penal Law §70.00 to prohibit sentencing defendants to life imprisonment without parole if they were under 18 years old at the time of the crime

Adds age requirement of 18 or older for life without parole sentences for first-degree murder, terrorism involving Class A-I felonies, and criminal possession or use of chemical/biological weapons in the first degree

Requires life without parole for defendants 18 or older convicted of second-degree murder of a police officer or aggravated murder of a judge

Clarifies that defendants 17 or younger at the time of the crime may only receive applicable indeterminate sentences, removing the option of life without parole

Takes effect immediately upon enactment
