Creates a new Graduate Tuition Assistance Program (GTAP) for students pursuing graduate, professional, or doctoral degrees in STEM fields, education, or licensed healthcare professions

Sets maximum annual award at $5,665 or actual tuition cost, whichever is less, with a minimum award of $1,000

Limits eligibility to two years of post-baccalaureate studies, and students cannot receive these awards simultaneously with undergraduate TAP awards

Establishes income-based award reductions using a sliding scale: no reduction for income under $7,000, with increasing percentage reductions up to the $80,000 income cap

Awards cannot exceed tuition remaining after other federal, state, or education aid is applied, though research and fellowship funding may be treated separately from duplicative aid
