Requires the Council on Human Blood and Transfusion Services to review all current medical research and guidance on blood donation by patients with a history of Lyme disease or tick-borne illnesses

Tick-borne illnesses covered include human anaplasmosis, babesiosis, human ehrlichiosis, Rocky Mountain spotted fever, Powassan virus, Southern tick-associated rash illness, and related co-infections

Council must issue recommendations to the commissioner within 90 days regarding collection, testing, and distribution of blood donations from patients with Lyme or tick-borne illness history

Recommendations may include temporary or permanent moratoriums on collecting blood from donors with these illnesses present

Commissioner must immediately share the council's recommendations with the Speaker of the Assembly and the Temporary President of the Senate
