Requires free menstrual products (sanitary napkins, tampons, and panty liners) in all female-designated and gender-neutral restrooms in covered public buildings

Applies to public buildings owned or leased by New York State that are under the Commissioner of General Services' supervision and open to the public

Mandates the Commissioner of General Services submit a report to the governor and legislature two years after the effective date

Report must include the number of affected toilet facilities, implementation costs, renovation requirements, total menstrual products purchased, and total state costs

Takes effect one year after becoming law
