Grants David Morse eligibility to file for and receive accidental death benefits as the parent of Peyton Morse, a Tier 6 firefighter with the City of Watertown who died on March 12, 2021

Authorizes benefits under sections 361 and 361-a of the Retirement and Social Security Law, which were not previously available because Peyton Morse had no statutory beneficiary eligible for accidental death benefits

Requires any amounts previously paid to Peyton Morse, his estate, or David Morse to be deducted from future benefit payments

Assigns all costs to the State of New York, with an estimated one-time past service cost of approximately $1.70 million payable around March 1, 2026

Takes effect immediately upon enactment
