Creates a new crime of "aggravated harassment of a survivor of domestic violence or sexual assault" under Penal Law section 240.34

Applies when a person commits aggravated harassment in the second degree while believing or perceiving the victim is a survivor of domestic violence or sexual assault

Classifies the offense as a class E felony, which carries a potential sentence of up to 4 years in prison

Takes effect on the first of November following enactment into law
