Creates a limited permit allowing dentists licensed outside the United States to practice in New York through a preceptorship program at federally qualified health centers or facilities serving underserved populations

Requires foreign-licensed dentists seeking limited permits to pass a preliminary competency examination and have at least 5 years of full-time dental practice experience within the preceding 7 years

Licensed preceptor dentists must have at least 3 years of practice experience and may supervise no more than one full-time or two part-time preceptees

Allows dentists who complete 5 years of practice under a limited permit in a residency or preceptorship program to apply for full New York dental licensure

Extends citizenship waiver provisions for noncitizen dentists holding H-1b or O-1 visas, allowing up to 9 additional years to obtain citizenship or permanent residency while practicing in dental shortage areas
