Expands the legal definition of "developmental disability" in the mental hygiene law to include individuals whose disability results in an inability to engage in any substantial gainful activity

Currently, developmental disability must constitute a "substantial handicap to function normally in society"; this bill adds employment incapacity as an alternative qualifying criterion

Applies to disabilities originating before age 22 that are attributable to intellectual disability, cerebral palsy, epilepsy, neurological impairment, autism, or similar conditions

Takes effect 30 days after becoming law
