Creates the crime of "offering a false report for filing in the second degree" (class A misdemeanor) for state or municipal employees who, after being previously disciplined for filing a false report, knowingly file another false report motivated by bias based on race, color, national origin, ancestry, gender, religion, age, disability, or sexual orientation

Establishes "offering a false report for filing in the first degree" (class E felony) for employees who commit the offense after a prior conviction for second degree and having been placed on unpaid leave for filing a subsequent false report

Requires the Attorney General to establish a public, searchable database of all convictions for bias-motivated false reporting offenses under the new and existing penal law sections

Expands civil rights law to allow victims of bias-motivated false reporting to bring civil lawsuits seeking injunctive relief, damages, or other appropriate remedies

Takes effect 180 days after becoming law
