Adds "making graffiti" (section 145.60) to the list of "specified offenses" that can be prosecuted as hate crimes under New York's hate crime statute (section 485.05)

Allows graffiti offenses to be elevated to hate crime status when motivated by bias based on race, color, national origin, ancestry, gender, gender identity, religion, religious practice, age, disability, or sexual orientation

Takes effect on the first of November following enactment
