Establishes a Parent Training Center within the City University of New York to support and train parents of NYC public school students, with training offered in all five boroughs

Requires the center to conduct training programs to increase parent participation in school governance structures including school leadership teams, community education councils, parent associations, and city-wide councils

Mandates outreach to increase diversity in governance structures, with emphasis on community districts where graduation and retention rates fall in the lower half city-wide

Directs the center to help parents communicate with school staff, understand DOE operations, and navigate programs including special education, gifted and talented, and English Language Learner services

Requires the center to remain strictly non-partisan and prohibits engagement in advocacy, with NYC providing matching funds up to $800,000 annually to equal state appropriations
