Requires the Department of Environmental Conservation to establish ambient air quality standards for seven toxic air contaminants (benzene, formaldehyde, vinyl chloride, polychlorinated dibenzodioxins, polychlorinated dibenzofurans, trichloroethylene, and mercury) by December 31, 2027

Defines "major source" as facilities emitting 10+ tons per year of a single toxic air contaminant or 25+ tons per year of combined toxic contaminants

Mandates fenceline monitoring regulations for major sources by December 31, 2027, with special consideration for facilities within or adjacent to (one mile of) disadvantaged communities

Requires incorporation of toxic air contaminant standards into all major source permits beginning January 1, 2028

Standards must be based on best available scientific data regarding adverse human health effects, developed in consultation with the Department of Health
