Redirects environmental fines and penalties from the general fund to a new "conservation enforcement account" within the conservation fund, dedicated exclusively to funding Department of Environmental Conservation enforcement activities including scientists, law enforcement officers, attorneys, and administrative support

Increases mandatory surcharges for environmental violations from $75 to $112.50 for most offenses, and raises the percentage surcharge on articles 17, 19, and 27 violations from 6% to 9% of any penalty imposed

Raises civil and criminal penalties across dozens of environmental statutes by approximately 50%, including increases for violations related to water pollution, air quality, wetlands, solid waste, hazardous materials, pesticides, and wildlife protection

Requires the Department of Environmental Conservation to submit an annual expenditure report on the conservation fund to legislative leaders beginning one year after the law takes effect

Specifies that funds deposited in the conservation enforcement account must supplement, not supplant, existing enforcement funding as of the law's effective date
