Lowers the compulsory school attendance age from six to five years old, requiring minors to attend full-time instruction starting at age five instead of age six

Allows local school boards to set kindergarten admission cutoff dates between December 1st and December 31st for determining when five-year-olds must begin school

Children turning five on or before the district's cutoff date must attend school starting in September of that school year; those turning five after the cutoff must begin the following September

Provides a parental opt-out exception allowing parents to delay enrollment until the following school year for children turning five during the school year

Takes effect on July 1st following passage of the law
