Prohibits statewide elected officials, state officers/employees, legislators, legislative employees, and political party chairs from receiving compensation for legal services, consulting, or other contractual work from state or local authorities if they directly contract with the authority or own/control 10% or more of a contracted corporation, firm, or association

Extends the same prohibition to public officers/employees under the public authorities law and municipal officers/employees under the general municipal law

Requires consultants providing services to applicants or beneficiaries of industrial development agency financial assistance to submit disclosure statements to the agency and the Authorities Budget Office within 30 days of engagement

Mandates disclosure statements include consultant name, nature of services, engagement period, total compensation, and copies of any service agreements, with annual updates due by January 31st for ongoing engagements

Authorizes the Authorities Budget Office to disqualify non-compliant consultants from future agency projects for up to two years and requires the office to promulgate implementing regulations within 60 days of the law's effective date
