Authorizes licensed commuter vans (9-20 passenger capacity) to accept street hails in specific NYC community districts: Manhattan CD 2, Queens CD 12, and Brooklyn CDs 5, 9, 16, 17, and 18

Prohibits commuter van street hail pickups at airports and other areas the commission may designate by rule

Requires the NYC Taxi and Limousine Commission to establish a program implementing the street hail authorization for licensed commuter vans

Mandates annual reports beginning February 1, 2028 to the mayor, city council speaker, governor, senate president, and assembly speaker evaluating the program's impact and providing recommendations

Takes effect 90 days after becoming law
