Requires regulated telephone companies to annually notify residential subscribers about backup power solutions for fixed voice services that are not line-powered

Mandates disclosure of service limitations, purchase/replacement costs, expected backup power duration, proper usage and storage conditions, and self-testing instructions

Notices must be sent separately from monthly billing statements, written in clear language with at least 11-point font

Authorizes the Public Service Commission to add additional disclosure requirements and establish procedures for situations where voice service and backup power are provided by different companies

Takes effect one year after becoming law and expires September 1, 2027
