Increases mandatory unannounced inspections of facilities licensed by the Office for People with Developmental Disabilities from two to three times per calendar year

Raises minimum inspections for facilities with strong compliance records from once to twice per calendar year, with visits remaining unannounced

Requires the commissioner to notify members of the applicable board of visitors before conducting periodic inspections

Allows board of visitors members and other commissioner-approved individuals to accompany state inspectors during facility visits as independent monitors

Inspection areas include physical plant, fire safety procedures, health care, protective oversight, and abuse and neglect prevention and reporting procedures
