Expands New York's FreshConnect program to include local produce sold in supermarkets and grocery stores, in addition to existing outlets

Provides $2 rebates for every $2 of local produce purchased, to be used toward future local produce purchases

Defines "local produce" as products grown entirely in New York State by producers displaying the Pride of New York symbol

Excludes wholesalers, distributors, and various food service establishments (restaurants, hotels, hospitals, gas stations, etc.) from the program

Takes effect 180 days after becoming law, with immediate authorization for regulatory implementation
