Expands eligibility for intergovernmental relations councils to include public benefit corporations as participating members, in addition to counties, cities, towns, villages, school districts, boards of cooperative educational services, and fire districts

Broadens the scope of councils from providing "local governmental" services to "public" services, and from serving "municipalities" to serving "members"

Grants councils authority to not only devise and recommend but also "implement" practical ways for obtaining greater economy and efficiency in public services

Expands councils' purchasing powers to include acquiring "services" in addition to goods and equipment for participating members

Authorizes public benefit corporations to include funding in their budgets to support the establishment and maintenance of intergovernmental relations councils
