Expands the definition of disasters that can trigger additional voting days to include a "state of emergency" and situations where voting becomes impossible, replacing the previous requirement that less than 25% of registered voters actually voted

Extends the law's application from general elections only to all elections, including special elections

Requires county boards of elections to notify media outlets, clerks, and municipal attorneys at least one week before any additional voting day, and post notices on their websites

Increases the maximum filing deadline extension from one business day to two business days when disasters impair the ability to make required election filings

Adds new provisions allowing postponement of party caucuses for up to one week when emergencies substantially impair the ability to hold them and make required nomination filings
