Requires boards of elections in cities with over one million people (New York City) to provide all electoral materials in Haitian Creole, including registration notices, voting forms, instructions, ballots, and ballot marking devices

Mandates the board produce and distribute a citywide booklet containing voter registration forms with Haitian Creole instructions, absentee ballot application guidance, and general voter FAQs in Haitian Creole

Requires Haitian Creole-speaking interpreters at every polling location in election districts within counties where 5% or more of the population identifies as Haitian according to the most recent U.S. Census

Applies the same Haitian Creole language requirements to the board of elections website as exist for other non-English languages

Takes effect 30 days after becoming law, with immediate authorization to create necessary rules and regulations for implementation
