Establishes the "New York City Beacon School Act" to transform all NYC public elementary and secondary schools into Beacon schools, which serve as community centers offering programs before and after school, evenings, and weekends

Requires Beacon schools to provide youth development programming, academic support, recreational programs, social services, educational enrichment, vocational activities, parent involvement, and neighborhood safety initiatives

Creates a mandatory advisory council for each Beacon center composed of volunteer community representatives who must meet at least 12 times per year to guide programming and assess community needs

Requires the advisory council to work directly with local police youth divisions and the NYC Department of Juvenile Justice to address gang/gun violence, youth re-entry, and educational/vocational success

Mandates the City of New York to provide annual funding for Beacon schools, with state appropriations required to match the city's contribution dollar-for-dollar
