Creates a new crime of "harassment of a first responder" as a class A misdemeanor in the penal law (section 240.28)

Defines first responders as law enforcement officers (including active and retired police, sheriffs, corrections officers, probation/parole officers, and federal officers), firefighters (paid and volunteer), and emergency medical services personnel (EMTs, paramedics, first responders)

Prohibits knowingly approaching or remaining within 25 feet of a first responder after receiving a verbal warning not to approach, when the first responder is performing a legal duty

Applies only when the person acts with intent to impede the first responder's duties, threaten them with physical harm, or engage in conduct causing substantial emotional distress that serves no legitimate purpose

Takes effect on the first of November following enactment
