Mandates production and citywide distribution of a voter information booklet containing a voter registration form in English with Haitian Creole instructions

Requires the booklet to include Haitian Creole instructions on absentee ballot eligibility criteria and application processes

Requires inclusion of general voter information and frequently asked questions in Haitian Creole in the booklet

Takes effect on January 1st following enactment into law
