Expands youthful offender eligibility by removing restrictions for armed felonies and prior youthful offender adjudications, while maintaining exclusions for Class A-I/A-II felonies and certain sex offenses

Creates a new "young adult" status for offenders ages 19-25 with similar eligibility criteria and protections as youthful offenders, including sealed records and no criminal conviction on record

Establishes mandatory youthful offender status for misdemeanors, Class D/E felonies, Class C robbery, and drug offenses (except Class A felonies), with a presumption favoring the status for other eligible offenses that prosecutors must rebut by clear and convincing evidence

Allows retroactive resentencing for previously convicted individuals under age 26, with automatic conversion to youthful/young adult offender status for misdemeanor and violation convictions within six months of the law's effective date

Waives mandatory surcharges, sex offender registration fees, DNA databank fees, and crime victim assistance fees for juvenile offenders, youthful offenders, and young adult status findings
