Mandates that keys to ballot scanners and ballot marking devices be delivered to inspectors at least one hour before polls open, rather than one-half hour

Maintains existing procedures for verifying sealed key envelopes, checking machine serial numbers, and certifying that all counters register zero before opening

Takes effect on January 1st following passage into law
