Establishes a senior dental services grant program administered by the Director of the Office for the Aging to provide dental care to eligible elderly New Yorkers aged 65 and older

Limits eligibility to unmarried seniors with income at or below 200% of the federal poverty level (household of one) or married couples with combined income at or below 200% FPL (household of two) who have no dental insurance

Provides a 24-month coverage period for eligible participants, with eligibility re-determination required at the end of each period

Authorizes selection of up to six grant recipients through a request for proposal process, with priority given to accredited educational programs and existing dental clinics serving low-income elderly, and consideration for geographic distribution

Requires annual reports to the Governor and legislative leaders by December 31st detailing program finances, effectiveness, recommendations for expansion, and grant recipient profiles
