Requires gas corporations, electric corporations, and municipalities to provide average monthly gas and electric billing information for residential rental units to prospective tenants within 10 days of a written or internet request

Billing history must cover the life of the dwelling unit or the preceding two-year period, whichever is shorter, and information must be sent to both the landlord and the prospective tenant

Prospective tenants must provide identification (driver's license, social security number, taxpayer ID, non-driver ID, or immigration identification) and acknowledge the information will only be used for deciding whether to occupy the unit

Limits each prospective tenant to five billing information requests per calendar year statewide, with a $5 fee charged per request payable to the utility providing the information

Takes effect 120 days after becoming law, with the Public Service Commission authorized to create implementation processes and regulations
