Requires the Office for People with Developmental Disabilities to submit residential waitlist and placement reports to the Senate and Assembly starting January 1, 2027, and every six months thereafter

Mandates waitlist data include statewide numbers broken down by geographic area, age of individuals awaiting placement, age of caregivers, and type of placement needed (certified out-of-home, supervised, supportive, or medically intensive care)

Requires reporting on placements made during each six-month period, including individuals placed from the waitlist and emergency placements for those not on the waitlist, along with reasons for such placements

Directs inclusion of data on failed placements, placement costs by category, funding sources used (including OPTS and NYS-CARES), and projected funding requirements for those remaining on the waitlist

Requires a five-year projection of individuals needing out-of-home residential placement or additional in-home supports, along with a plan for meeting those placement needs
