Requires the New York City Planning Commission to regulate and approve requests for new social services facilities, expansions of existing facilities, or changes to services provided at existing facilities

Defines "social services facilities" to include ACS placement facilities for youth, homeless shelters administered by DHS, facilities run by DYCD, HPD, and HRA, as well as supportive housing for populations including formerly homeless individuals, those with mental illness, HIV/AIDS, and veterans

Excludes shelters for victims of domestic violence from the HRA-administered facilities subject to regulation

Mandates the Commission consider the anticipated impact of proposed facilities on neighborhoods, including neighborhood character, suitability for particular uses, conservation of property values, and consistency with city planning

Takes effect 90 days after becoming law
