Establishes civilian hearing officers appointed by the CCRB executive director to preside over disciplinary proceedings and make final determinations, with authority to impose penalties including reprimand, pay forfeiture (up to 30 days' salary), suspension, or dismissal

Expands CCRB's powers to include prosecution of complaints in addition to investigation, and allows the board to act on information it receives, not just formal complaints filed by the public
