Allows qualified veterans to transfer all or a portion of their unused Veterans Tuition Awards to eligible immediate family members, including spouses, survivors, or children who reside in New York State

Children receiving transferred benefits must be under 26 years of age and cannot use the award unless the veteran served at least 10 years in the U.S. armed forces, with exceptions for death, disability, hardship, medical conditions, or involuntary discharge

Defines "survivor" as someone who was married to a veteran who died from military service, was married within 15 years of discharge, was married at least one year, or had a child with the veteran and lived together until death

Limits the number of tuition award transfers under this program to 100 per year

Takes effect July 1, 2026, with immediate authorization for agencies to develop necessary rules and regulations before that date
