Requires the Commissioner of Environmental Conservation to maintain a computerized database tracking storage, handling, and emergency responses related to hazardous substances across New York State

Database must include notification records from police, fire, EMS, and transportation departments regarding hazardous substance transport and releases, along with dates, times, and locations of all response measures

Requires tracking of all pipeline locations within cities that transport hazardous substances, petroleum, or petroleum products, including valve and control device locations and owner/operator information

Creates parallel requirements in the New York City Administrative Code for the city commissioner to maintain an equivalent database system

All database information must be made available online in read-only format to agency personnel, legislators, legislative staff, and the general public, with the act taking effect 90 days after becoming law
