Defines "labor organization" in the general municipal law as any organization existing for collective bargaining, dealing with employers on grievances or employment terms, or providing mutual aid or protection, excluding company unions

Requires industrial development agency (IDA) boards to include at least one representative from a local labor organization and either a school district superintendent or school board representative

Allows IDAs to temporarily exceed the seven-member maximum board limit to accommodate the new mandatory members, with the requirement to reduce back to seven or fewer as non-mandatory seats become vacant

Updates gendered language in the law, changing "his" to "their" and "chairman" to "chairperson"

Takes effect 180 days after becoming law
