Clarifies that persons eligible for direct deposit of workers' compensation death benefits include surviving spouses, surviving domestic partners, dependent children, and any other person entitled to death benefits under the law

Authorizes the Workers' Compensation Board to promulgate rules for direct deposit payments to all categories of death benefit recipients

Imposes a 20% penalty per pay period on employers or insurance carriers who fail to enroll an eligible person in direct deposit within 25 days of receiving a written request

Adds an additional $300 penalty payable to the eligible person when enrollment deadlines are not met

Allows the Board to excuse employers or insurers from penalties if the enrollment failure was due to circumstances outside their control
