Requires the Workers' Compensation Board and Department of Labor to maintain and publish lists of contractors, vendors, and grantees determined to be non-responsible or ineligible to bid on future public contracts

Lists must be published in machine-readable tabular format and include entity name, vendor ID number, federal employer identification number, business address, basis for determination, and debarment end date

Directs both agencies to transmit debarment lists to the Office of General Services (OGS) within five days of receipt

OGS must publish the lists on its website and maintain an archive of current and prior debarred entities on data.ny.gov or successor state open data platform

Debarment information remains posted for the statutory period or until a court finds the determination was in error, or until a waiver is approved by the counsel to the governor
