Requires the Municipal Police Training Council to develop minimum standards for the destruction of controlled substances by law enforcement, in consultation with the Department of Environmental Conservation and Department of Health

Mandates destruction methods render controlled substances non-retrievable to prevent diversion, consistent with federal regulations (21 CFR Part 1317), including requirements for prohibited methods, record retention, and training

Directs the Council to recommend training programs for all current and new police officers on controlled substance destruction policies, including periodic retraining requirements

Requires all state and local law enforcement agencies to post the minimum standards policy on their website or in their main office, and make it available to the public upon request

Takes effect one year after becoming law, with immediate authorization for agencies to develop necessary rules and regulations for implementation
