Prohibits the state from enacting unfunded mandates on municipal corporations and school districts, requiring full state funding for any new programs, increased service levels, or expanded property tax exemptions that create net additional costs to localities

Defines "net additional cost" as increased costs incurred within one year after subtracting revenues from fees, state/federal aid, and offsetting savings from eliminated programs

Exempts mandates from the funding requirement if they result from court orders, are optional for localities, are requested by the locality through home rule, arise from gubernatorial emergency powers, or implement federal requirements without exceeding federal cost mandates

Establishes a 15-member New York State Mandate Review Council with appointees from the governor, comptroller, and legislative leaders, required to include current or former local government officials and school administrators

Requires the council to hold at least two hearings in each regional economic development council region, review all existing state mandates, and produce a report detailing mandate costs and their percentage of county budgets

Grants the council authority to eliminate or suspend existing mandates and prohibits any new mandates from being imposed on localities until the council's report is published
