Establishes a 16-member task force within the Department of Labor to promote competitive integrated employment for people with disabilities

Task force membership includes representatives from state agencies (Civil Service, Education, Labor, Comptroller, OPWDD, OMH), organized labor, business community, legislative appointees, employment service providers, and individuals with disabilities

Department of Labor representative serves as chair; members serve 3-year terms without compensation but with expense reimbursement

Task force must meet at least quarterly to study unemployment/underemployment among people with disabilities, examine employment strategies, and ensure state government serves as a model employer

Requires submission of a report with recommendations to the governor and legislative leaders within two years of member appointments, to be published on participating state agency websites
