Requires at least three public information meetings during the permit review process, with written notices provided at least two weeks in advance and posted through multiple channels including print, broadcast, and social media

Requires all written information to be presented in plain language and translated upon request into the 12 most common non-English languages spoken by limited-English proficient individuals in New York State

Prohibits the department from issuing permits unless the applicant has completed the enhanced public participation plan, submitted certification of compliance, and received a written determination confirming full implementation

Takes effect 180 days after becoming law
