Divides analysis into four state regions: New York City; suburban counties (Westchester, Suffolk, Nassau); Hudson Valley counties; and the remainder of the state

Compares New York's minimum wage with other high-cost states (Washington, California, Hawaii) and cities (Seattle, San Francisco, Los Angeles, Washington D.C., Denver), with a three-person advisory committee appointed by the Governor, Senate President, and Assembly Speaker
