Establishes new definitions for code enforcement programs, including "applicable code enforcement program," "default code enforcement program," and "secretary's code enforcement program" to clarify enforcement responsibilities across local governments, counties, and the state

Requires local governments to administer and enforce the uniform fire prevention and building code and state energy conservation construction code, with opt-out deadlines changed from January 1 to April 1 for transitions between local government, county, and state enforcement

Expands the Secretary of State's enforcement powers to include appointing oversight officers who can direct code enforcement activities, ordering local governments to cease prosecution of violations, and designating adjoining local governments to perform specific code enforcement activities

Creates a default code enforcement program that automatically applies to any local government or county that has not established its own program, including standardized fees and enforcement procedures

Strengthens violation penalties by explicitly covering permit and certificate of occupancy violations, allowing courts to order compliance with lawful orders, and directing collected fines to the treasury of whichever entity (local government, county, or state) is responsible for code enforcement
