Reduces the minimum light transmittance requirement for side windows adjacent to or forward of the driver, rear side windows, and rear windows from 70% to 50%, allowing darker window tint on New York vehicles

Maintains the existing 70% light transmittance requirement for front windshields (except the uppermost six inches)

Eliminates the previous exception that allowed rear windows with less than 70% transmittance if the vehicle had side mirrors on both sides

Establishes a tolerance of plus or minus 7% when the commissioner or their designee tests windows for compliance with tint regulations

Updates vehicle safety inspection requirements to check window tint compliance based on the revised percentage standards

Takes effect 60 days after becoming law, with immediate authorization to create necessary regulations for implementation
