Requires the Office of Victim Services to publicize its programs through criminal justice agencies, victim service providers, hospitals, and other public and private agencies, and to post annual reports on its website

Expands annual reporting requirements to include detailed performance metrics such as number of claims filed, accepted, rejected, and awarded, along with anonymized demographic data (race, gender, age, sexual orientation, county) and average processing times

Increases the maximum burial expense award from $6,000 to $12,000 for victims who died as a direct result of a crime

Adds eligibility for compensation to any person who paid for crime scene cleanup expenses, even if not otherwise eligible under existing categories

Prohibits reducing victim compensation awards by the amount of private donations received, including funds raised through crowdfunding platforms

Eliminates provisions that allowed reducing or rejecting claims based on the victim's contributory conduct, while maintaining special protections for good samaritans
