Authorizes the Commissioner of Health to establish standards for approval of onsite overdose response services, which provide trained staff to monitor for overdose signs and administer opioid antagonists when appropriate

Requires nightlife establishments, sporting or event centers, theaters, concert venues, and amusement parks to maintain unexpired opioid antagonist nasal spray and have at least two trained staff members on-site during operations

Expands the definition of "entity" eligible to participate in opioid overdose prevention programs to include health care institutions, not-for-profit charitable organizations, and public institutions or buildings

Grants civil, criminal, and administrative liability protection to providers of onsite overdose response services and recipients acting reasonably and in good faith

Clarifies that persons voluntarily providing emergency treatment with opioid antagonists, automated external defibrillators, or epinephrine auto-injectors are protected under Good Samaritan liability provisions unless gross negligence is established
