Expands the Law Revision Commission from 5 appointed members to 10, adding appointments by the Senate temporary president, Senate minority leader, Assembly speaker, Assembly minority leader, and attorney general (in addition to the 5 governor appointments)

Changes the commission chair selection process from gubernatorial designation to annual selection by the commission membership in July

Adds priority review requirement for study suggestions from the governor, legislators, Court of Appeals judges, the attorney general, or those mandated by statute

Requires the commission to meet at least quarterly, either in person or virtually

Establishes a dedicated Law Revision Commission Fund, separate from the general fund, for all appropriations to the commission
