Creates a new crime called "aggravated criminal concealment of identity" for committing specified offenses while wearing a mask or face covering that disguises one's identity

Covers a broad range of underlying offenses including assault, murder, manslaughter, rape, sexual abuse, kidnapping, robbery, burglary, arson, larceny, terrorism, and weapons possession

Defines "mask or face covering" as any material worn that partially or wholly conceals identity, including disguised face, voice, or unusual attire/facial alteration

Enhances penalties by one crime category when the underlying offense is a misdemeanor or class C, D, or E felony; classifies as a violent felony when the underlying offense is a violent felony

Imposes mandatory minimum sentences for class B felonies (at least 6-12 years depending on sentencing provisions) and class A-1 felonies (minimum 20 years)
